1. Announcement of emergency procedures and exits: Fire Department
Fire Chief Duffield reviewed the emergency procedures and exits procedures.
2. Invocation by: Pat Chapman, New Light Bible Fellowship Church
Fire Chief Duffield provided the invocation.
3. Pledge of Allegiance led by Councilmember James Zander
4. Introduction of Ambassador: Library
Destiney Lee has been employed with the City of DeSoto since June, 2013. As a seasonal Library Clerk, she sorts and shelves library materials and ensure that the books and media can be easily found by staff and customers. Destiney has lived in Desoto since 1999 and is a junior at DeSoto Hampton Preparatory School. Destiney is a member of IGNITE, which is a political organization for young women. She is actively involved in her church where she serves on the Praise Team, sings in the choir, and is in the leadership ministry. In her spare time, Destiney enjoys spending time with her family, playing volleyball and reading. An interesting fact about Destiney is that she has had the opportunity to meet more than half of the political leaders in Dallas.
C. PRESENTATIONS
1. Presentation of Proclamation in Recognition of ARISE! International Incorporation's Stand Against Sexual Violence.
Ms. Morris read the agenda caption and introduced Mayor Sherman who presented the proclamation. Accepting the proclamation on behalf of Gwendolyn Jones, Founder of ARISE International, Inc., is Tiffany Mason-Taylor, Co-Founder of Illustrious Angels of Faith, which is also an organization which serves the needs of domestic violence victims. It should be noted that Ms. Jones was not in attendance due to a miscommunication in the change in time of the City Council Meeting.

Ms. Morris read the agenda caption as well as an excerpt from the DeSoto City Charter regarding the position of Mayor Pro Tem.
Motion to nominate Councilmember Patricia Ledbetter to the position of Mayor Pro Tem as per the City Charter. Mayor Sherman abstained from the vote. Moved by Councilmember McCowan, seconded by Councilmember Proctor.
Vote to nominate Councilmember Patricia Ledbetter to the position of Mayor Pro Tem as per the City Charter. Mayor Sherman abstained from the vote. (Approved)
Mayor Pro Tem Ledbetter expressed her appreciation to the City Council for their vote of confidence.
2. Consider a Resolution accepting the 2013 Appraisal Roll submitted by the Dallas Central Appraisal District.

Council discussion regarding clarification of the 65 and over age exemptions.
Motion to approve a Resolution accepting the 2013 Appraisal Roll for the City of DeSoto as submitted by the Dallas Central Appraisal District. Moved by Councilmember McCowan, seconded by Councilmember North.
3. Consider taking a record vote on the proposed Tax Rate and set the dates for the Public Hearings on the Budget and the Tax Rate Adoption for FY 2014.

Council discussion regarding the tax rate; specifically, lowering the interest rate due to refunding, timeframe to repay the debt and lowering the total debt, benefits and services to the community because of refunding and the creation of a stability fund.
Motion to approve Public Hearings to be held on August 20, 2013 and September 3, 2013, for the proposed budget adoption, and for adoption of a total Tax Rate of 75.74 cents per $100 valuation (53.03 cents per $100 valuation for Operating and Maintenance, and 22.71 cents per $100 valuation for Debt Service) by Ordinance on September 17, 2013. Moved by Councilmember McCowan, seconded by Councilmember North.

Thanked all of the citizens who voted for him during the Run-Off Election held on June 15, 2013.
Councilmember Proctor announced the following:
Congratulations to Councilmember Ledbetter on her selection as Mayor Pro Tem and encouraged everyone to attend DeSoto Night Out. In addition, on August 12, 2013, there will be a Comprehensive Plan Steering Committee meeting open to the public beginning at 6pm in the Blue Bonnet Rooms.
Mayor Pro Tem Ledbetter announced the following:
Please be mindful of the construction in the Recreation Center explained that the construction involves the installation of restrooms in the Corner Theatre.
Mayor Sherman announced the following:
School Board Workshop on August 9, 2013 at 6pm in which DeSoto School Board will welcome school board members from all over the State of Texas. This meeting will be held in Board Room at the Desoto Independent School District Administration Building.
