A. WORK SESSION
Roll call (6 Present, 1 Absent, 0 Excused)
Mayor Sherman called the meeting to order at 6:03pm. Mayor Sherman also informed the City Council of the passing of Helen Giddings' mother. Funeral services will be held at St. Luke Community United Methodist Church in Dallas on May 9, 2013 at 1:30pm.
Tarron Richardson, City Manager, reviewed the Master Agenda. Dr. Richardson highlighting the following: Special Meeting to canvass the election results on May 16, 2013, the reception for the outgoing and incoming councilmembers on May 21, 2013, the City Council and Management Team photos on June 4, 2013, and the City Council Summer Retreat held in Granbury on June 21-22, 2013. Lastly, Dr. Richardson indicated that if the council has any topics for discussion during the retreat to email Kisha Morris.
1. Develop a consensus regarding responses to DeSoto citizen questions about the Public Transportation Study conducted by Dikita, Inc.
Mayor Sherman opened the discussion by providing information that he obtained from the Dallas Regional Mobility Coalition (DRMC) and conversations he has had with Grady Smithey, Mayor of Duncanville, with regards to public transportation. The City of Mesquite model was discussed; however, the DMRC board voted against a duplication of this model. Mayor Sherman stated that the cities of Lancaster and Cedar Hill were interested in the project. There was a Council consensus that exploring this opportunity "regionally" with other cities as well as receiving public input was the best solution.
Dr. Richardson indicated that he would work with Mayor Sherman to comprise a "key phrase" and distribute through our media outlets.
2. Consider revised Job Description for the proposed Marketing Manager position
3. Discuss and Consider the prospect of developing an RFP for a Master Public Art Plan
4. Presentation of Annual Police Department report
Joe Costa, Police Chief, gave a brief overview of the Annual Police Department report highlighting the following areas:
1. Crime Prevention and Control (CPAC)
2. Reduction (statistics) of certain criminal activity (robbery of habitation, unlawful use of motor vehicle, criminal mischief)
3. Expanded Yearly Comparison
4. Training
5. Internal Affairs
6. Patrol Division
7. Criminal Investigation
8. Accreditation
9. Regional Jail Overview
10. Community Programs (Citizens on Patrol, DeSoto Police and Clergy)
11. Records Division
12. Special Response Team/Southern Regional Response Group
13. Code Services
14. Animal Control
Councilmember Ledbetter received clarification on the Student Resource Officers (SRO) in the schools, damage to citizens property, and patterns of crimes.
Councilmember McCowan inquired about whether or not Code Services received good responses from land owners with regards to the areas on I-35 where the grass may need attention. Chief Costa stated that generally, they receive good responses from the land owners; however, if not, the City will cut the grass and send an invoice to the land owner. If the land owner does not pay the invoice, a lien will be placed on the property.
Councilmember Zander stated that this annual report was the best that he has seen in three years.
Mayor Sherman asked Chief Costa to elaborate on "4 Quadrant" strategy that the city is divided into with regards to crime control.
Chief Costa stated that the city is divided into 4 quadrants (or divisions) with Hampton and Pleasant Run Roads being the center. There is a lieutenant over each district and will have a monthly meeting of the activity of each district and the circumstances surrounding the increase or decrease of crime.
Mayor Sherman stated that since there are several violations in schools zones, he inquired about a new technology that provides cameras within school zone areas and if the City could explore this option. Chief Costa indicated that he would review the option and provide City Council with an update.
Due to time constraints, items A.2 (Consider revised Job Description for the proposed Marketing Manager position) and A.3. (Discuss and Consider the prospect of developing an RFP for a Master Public Art Plan) will be moved to the next agenda.

3. Introduction of Ambassador: Aaron Palmero, Public Works Department
Aaron has been working for the City of DeSoto as a Service Provider in the Water/Wastewater Division for 1 year. Prior to his employment here, he worked for 8 years in a Wastewater Treatment Plant. Aaron is originally from California, where he graduated from Sanger High School in Sanger, California. In his teen and young adult years, Aaron was a BMX bicycle racer and was ranked #1 in California and #6 in the nation in 1998. Today, Aaron enjoys playing online video games, and likes to attend Dallas Stars hockey games and Texas Rangers baseball games. Aaron married his wife Contessa in September 2004. They followed Contessa's parents to Texas in October 2011. They have one "furry" child named Stubbs.

Ms. Morris read the agenda caption and introduced Joseph Costa, Police Chief, who made the presentation.

Ms. Morris read the agenda caption and introduced Danny Johnson, Operations Manager and Keep DeSoto Beautiful board members who made the presentation.
