Mayor Carl Sherman introduced Indigo Dillard as Mayor for the Day.
Ms. Morris provide the Oath of Office to Mayor for the Day, Indigo Dillard.
Mayor for a Day Indigo Dillard called the meeting to order at 7:16pm.

2. Pledge of Allegiance led by Councilmember Sandy Respess
3. Introduction of Ambassador: Jamie Holbert, Human Resources
Jamie is a 5 year full-time employee of the City of DeSoto's Human Resources Department and has been in her current position of Assistant Human Resources Director since 2011. Prior to employment with the City of DeSoto, Jamie worked as a Human Resource Specialist for EDS in Plano. Ms. Holbert enjoys shopping, spending time with her family and attending plays and movies. Her favorite movie is "Couples Retreat".
C. PRESENTATIONS
1. Presentation of Proclamation honoring Mayor for a Day.
Ms. Morris read the agenda caption and introduced Mayor Carl Sherman who presented the proclamation.
2. Presentation of Proclamation honoring Police Chief for a Day.
Ms. Morris read the agenda caption and introduced Mayor for the Day, Indigo Dillard who presented the proclamation.
3. Presentation of Proclamation in recognition of Older American Month.
Ms. Morris read the agenda caption and introduced Mayor for the Day, Indigo Dillard who read the proclamation. Police Chief Joe Costa accepted the proclamation for Older Americans Month.
4. Presentation of March 2013 Financial Report.

Ms. Morris read the agenda caption and introduced Tracy Cormier, Accounting Manager, who presented the report.
Councilmember McCowan inquired about the revenue projections exceeding in several categories and whether or not the City could anticipate this trend in the future. Mr. Cormier responded that some, for example, property taxes will level off because most taxes are collected through the month of February in each year.
D. CONSENT AGENDA
Submitted for Council consideration are minutes from the City Council and Historical Foundation as well as consider confirmation of appointments to the Park Development Corporation.
Motion to approve as submitted. Moved by Councilmember Respess, seconded by Councilmember McCowan.

1. Consider a Resolution approving the Second Distribution of funds for the Neighborhood Grant Program.

Ms. Morris read the agenda caption and introduced Tracie Hlavinka, Assistant to the City Manager/Community Initiatives, who presented the staff report.
Council discussion regarding the number of Homeowners Associations (HOA)/Neighborhood Associations (NA) that are located in the City versus how many eligible associations applied for the grant, the eligibility requirements for the grant, the differences between an HOA and a NA, and the eligible projects.
Motion to approve the second distribution of grant funds to the HOA's recommended by the Award Selection Committee in the amount of $10,000. Moved by Councilmember Proctor, seconded by Councilmember Ledbetter.
Vote to approve the second distribution of grant funds to the HOA's recommended by the Award Selection Committee in the amount of $10,000. (Approved)
