A. WORK SESSION
Roll Call: 6 members present, 1 members absent, 0 members excused.
Mayor Sherman called the meeting to order at 6:01pm.
1. Review of Master Agenda by City Manager.
Dr. Tarron Richardson, City Manager, reviewed items on the Master Agenda highlighting the Boards and Commissions Interviews and the need for City Council to submit their questions for Council to consider during the interviews.
2. Discussion of Regular Agenda items.
Dr. Richardson indicated that there is a need to clarify the regular agenda item discussing the purchase of police ammunition and introduced Joe Costa who provided the clarification.
Councilmember McCowan, for verification purposes, reiterated that the $22,000 is covered and the total purchase would not exceed $83,522.85 for the next three (3) years combined.
Councilmember Respess confirmed that the option to renew the contract is an "option" and not an "obligation" to which Chief Costa replied, "yes". Councilmember Respess also asked for clarification on how the amounts were allocated between the two vendors. Chief Costa explained that the allocation depends upon what the vendor has to offer. For instance, each vendor cannot provide all the needs of the Police Department; therefore, the needs are split based upon what the vendor can provide.
3. Presentation and discussion of a Minor League Baseball team.
Dr. Richardson gave an overview with the assistance of a Powerpoint to give the Council a brief presentation of the minor league baseball field located in Sugarland, Texas.
Councilmember Zander inquired about the required amount of acreage required for a baseball field to which Dr. Richardson replied "1000".
Council discussion regarding various locations within the City of DeSoto that may have 1000 acres to which none were identified.
Mayor Pro Tem Valentine suggested that input should be received from the citizens (i.e. task force) to formulate a unique and creative arrangement that DeSoto could possibly obtain a minor league baseball team/field. She advised the Council that a North Texas location is being reviewed. In order for DeSoto to be a contendor in this project, a "creative solution", due to the lack of acreage needed.
Councilmember Zander suggested collaborating with the City of Glenn Heights as an option.
Councilmember McCowan recommended the visioning committee review the possible land uses for sporting events as well as public art.
Mayor Carl Sherman summarized the consensus of the Council that it is imperative that the city stay connected with its citizens by utilizing a visioning commitee to look at a broader scope (i.e. sporting and arts) as well as to have open dialogue with the City of Glenn Heights.
5. Develop a consensus regarding responses to DeSoto citizen questions about the Public Transportation Study conducted by Dikita, Inc.
Due to time constraints, this agenda item has been moved to April 16, 2013.
4. Consider all matters incident and related to the approving and authorizing publication of Notice of Intention to issue Certificates of Obligation, including the adoption of a Resolution pertaining to thereto.

James Sabonis, Senior Vice President of First Southwest, gave a Powerpoint presentation of the Series 2013 Bond Program. The areas he highlighted in the presentation were as follows:

Mr. Sabonis clarified to Councilmember Respess that tonight's event (approving the Resolution) approval to publish the Notice of Intent.
Councilmember Respess also inquired about the 7 million dollars in uncommitted Fund Balance to which Finance Director Edena Atmore provided the City's strategy. Councilmember Respess reminded the Council to keep in mind of this balance and how it will be used in the future.
Councilmember McCowan thanked the City Manager, City Staff and Mr. Sabonis for the continued excellent work that is being accomplished.
Councilmember Ledbetter arrived to the meeting at 6:25pm.
Mayor Sherman echoed Councilmember McCowan's sentiments regarding the performance of the City Manager, City Staff and individuals from First Southwest. However, he expressed a concern on the I&S side and keeping the balance down.

Council discussion regarding previous procedures of how the wrecker services were handled prior to the issuance of said Ordinance, whether or not money was still received, and financial impact/fees to the City and citizen.

Ms. Morris read the agenda caption and introduced Joe Costa, Police Chief, who presented the staff report.
Council discussion regarding financial impact on the budget. Mayor Sherman also commented on his position on illegal guns with reference to companies (in general) that provide ammunition.
Council discussion regarding the measures used to review illegal activities by companies that the City of DeSoto may have a contractual agreement for the purchase of ammunition, how large the pool of companies that provide ammunition that are eligible to be on this type of contract, and contractual agreements if the company is found to have practiced illegal activities.
Councilmember McCowan inquired about whether or not the City Attorney reviews all contracts before they are finalized to which the City Attorney replied that it depends on the type of contract; however, the contract could state that it would only be approved pending review of the City Attorney. Tayo Sokale, Purchasing Manager as well as the City Attorney indicated that for contracts regarding goods and services would say that termination of contract could occur without cause.
Motion to award bid PAD-1301-RFB for Police Ammunition to Precision Delta Corporation in the amount not to exceed $25,409.75 and GT Distributors, Inc. in the amount not to exceed $58,113.10. Moved by Councilmember Respess, seconded by Mayor Pro Tem Valentine.

I. ITEMS OF COMMUNITY INTEREST
Councilmember Zander stated that DeSoto Dining and Dialogue will hold an event on Saturday, April 27, 2013.
Councilmember McCowan announced that on Saturday, April 13, 2013, there will be two events located at 809 W. Spinner Road at 9am: Document Shredding and E-Recycling.
Councilmember Respess announced the DeSoto Public Library is looking for youth to participate in the 2nd Annual Teen Empowerment Summit in June, 2013. Councilmember Respess also stated that the month of April is DeSoto Reads Month. On April 20, 2013, the DeSoto Public Library will be showing the movie A Lesson Before Dying at 2pm.
Councilmember Proctor announced that April 5-28, 2013, the DeSoto Arts Commission is sponsoring the African American Repretory Theater's, A Lesson Before Dying at the Corner Theatre. If you would like tickets, they are available at

or by calling 972-572-0998. Councilmember Proctor also discussed the many events sponsored by the Arts Commission.

Mayor Sherman announced that the DeSoto ISD School Board has invited the City Council to attend their next meeting which is scheduled for April 8, 2013, at 6pm. Mayor Sherman also recognized the City Council candidates in the audience.
Mayor Sherman announced that the City Council will convene into Executive Session following the adjournment of the Regular Meeting.
