A. WORK SESSION

Roll Call: 5 members present, 2 members absent, 0 members excused.

Mayor Pro Tem Valentine called the meeting to order at 5:37pm and announced that Mayor Carl Sherman would not be in attendance as he is out of the office due to illness.

1. Review of Master Agenda by City Manager.

City Manager Richardson highlighted items on the Master Agenda. In addition, Dr. Richardson received a consensus of the City Council to begin the City Council Meeting scheduled for February 5, 2013 at 5pm.

2. Discussion of Regular Agenda items.

3. Presentation regarding pending restoration of a portion of historic Nance Farm.

Lora Stallings, Assistant to the City Manager, introduced the members from the Historical Foundation who were present at the meeting. She then turned the meeting over to Ginny Caylor who reviewed the Nance Farm Restoration Project.

Ms. Caylor discussed topics of public use of Nance Farm, hosting one Nance Farm event per month, scheduled restoration project timelines, QR codes to see areas of Nance Farm that guest are unable to visit (i.e. virtual tour), and storytelling. It was also noted that approximately 10-15 volunteers are needed for storytelling at Nance Farm.

4. Discuss parameters and expectations of a Request for Proposal for private use of the Library coffee shop space.

Ms. Stallings informed everyone that the Blue Cow Coffee Shop could not afford to continue its business in the Library; therefore, as of January 1, 2013, they moved from the building. Ms. Stallings gave a brief history of the Blue Cow Coffee Company and its establishment in 2009 under the management of City Manager Jim Baugh. It was an informal RFP and a 3 year agreement. Ms. Stallings also discussed the challenges that the Blue Cow encountered. Suggestions were made to Paul Courtaway such as reducing staffing, a change of menu and the hiring of marketing firms; however, the location was not prime (visability/signage) and there was not drive-thru; therfore, sales continued to plummet. It has been the suggestion of staff to look at other avenues for the space located in the library. A suggestion was made to investigate a low maintenance option: Vending Systems which would provide sandwiches, sodas, ice cream, etc.

Council discussion revealed some support of vending machines; however, wanted additional options. Concerns were voiced regarding esthetics, current atmosphere, design, and the City's investment.

Councilmember Ledbetter made the suggestion to include the citizens of DeSoto in determining what they would like to see in the Library space.

Dr. Richardson informed the City Council that staff would investigate other options for the space as well as present to the Council pictures of vending options at a later date.

5. Discussion regarding a funding request from DeSoto Police and Clergy (DPAC) for a Youth Boxing Program.

Mayor Pro Tem Valentine led the discussion of a Youth Boxing Program with an introduction of her guests: David Harris, DeSoto ISD Superintendent, Rodney Hartman, USA Boxing Certified Trainer, Homer Webb, Principal and Felecia Frazier, Chocolate Mint Foundation. Ms. Valentine gave an overview of the program via a powerpoint presentation.

Council discussion regarding the involvement of the DeSoto Police and Clergy (DPAC), how youth will be indentified to participate and qualifications, insurance to include medical liability, non-profit status, program updates, hours, and funding. Through City Council conversation and discussion, it was determined that at this time, there is no particular member of DPAC assigned; however, DPAC will have a role once the program is up and running. Youth will be indentified and qualified to participate through the school. There will be no additional liability to the City, as they will be under the umbrella of USA Boxing and the Chocolate Mint Foundation. The program will have limited days and hours. However, the leased space will be available 24 hours per day, and there is a possibility of other boxing related activities being offered (i.e. women who want to learn to box). The funding will come from the General Fund, Fund Balance.

It was the consensus of the City Council (all in favor) to support the additional funding of $7,200 in support of the Youth Boxing Program for 2013.

Mayor Pro Tem Valentine read the following bio for Joshua Parker:

Joshua Parker is one of our newest members of the City of DeSoto Police Department; begining on November 12, 2012. A native of the Ozark Mountains of rural Arkansas, Joshua chose to move to the Texas in 2006. He is a nationally certified EMT and has a Theology degree from Christ for the Nations Institute. In his spare time, Joshua enjoys spending time with his family. One interesting fact about Joshua is that he has visited several different countries in Asia.

C. PRESENTATIONS

1. Presentation of 2013 Best Southwest Partnership Plan of Work.

Ms. Morris read the agenda caption and introduced Joe Johnson, Executive Director of the Best Southwest Partnership, Dr. Kevin Fagen, Provost, Northwood University and Mayor Marcus Knight, City of Lancaster, who made the presentation.

Council discussion regarding franchise fees and revenue. In addition, clarification was received on the mixed drink tax being on a quarterly, as opposed to monthly, basis.

Accompanying Ms. Malone were Carmen Mcclendon, Chair, National Torch Committee; Bobbye Sanders, President, Dallas Allumnae and Pier Crenshaw, Southwest Dallas County Allumnae Chapter.

Council discussion regarding the impact of the traffic at the intersection. Tom Johnson, Development Services Managing Director, indicated that the applicant submitted a traffic study for staff to review and found that the traffic was not an issue on Westmoreland.
