2013-07-26 Special City Council Meeting - Budget Workshop

Roll call (6 Present, 1 Absent, 0 Excused)

City Manager Richardson called the meeting to order at 6:15pm and informed everyone that Mayor Sherman would not be attending the meeting this evening.

Dr. Richardson highlighted the agenda and briefly discussed the Budget Letter which included the following for FY 2014:

* Proposed 1% raises to City employees
* Educational Incentive Program (open to all employees)
* Expenditures back to the General Fund
* Retention of public service levels in the areas of Police, Fire, HR, Public Works and Finance
* Stabilization Fund.

I. Presentation and discussion of the Proposed FY 2013-2014 Budget and the FY 2014-2015 Planning Budget

Edena Atmore, Finance Director, reviewed the City Secretary's agenda posting for this evening as well as for meetings August 1-3, 2013. Ms. Atmore discussed the following:

* Business Plan
* General Fund - Summary Sheet, Use of Fund Balance, Stabilization Fund, Revenues by Category and Expenditure Details.
* Detailed Budget Report
* Cooperative Efforts - Plan for equipment replacement program, City Jail Operations (discussions were held regarding sharing costs between cities)
* Sales Tax Corporations - DEDC's Annual Plan of Work, Park Develoment Corporation Fund
* Public Utility Fund - Working Capital Ending Balance
* Storm Utility Fund
* Sanitation Fund - Equipment replacement fund
* Hotel Occupancy Fund - DeSoto Chamber of Commerce budget request, ending fund balances, Hotel Association Fund (Athletic Field Maintenance request)
* Debt Service - Refunding discussion, taxable property values and tax rates
* All Other Funds - Police (3), EMS Special Revenue Fund, Youth Sports Association, Juvenile Case Manager Fund, Municipal Court Technology, Municipal Court Security, Recreation Revolving Fund, Fire Training Fund, Police Grant Fund, Energy Management Fund, Parks and Recreation - Senior Center, Police Homeland Security Grant, Youth Sports Association - Football, Fire Grant Fund, Historical Foundation Fund, Fire PPE Replacement, Fire Equipment replacement fund, Furniture Replacement Fund, Command Vehicle, Park Maintenance Fund, Pool Maintenance Fund, Police Equipment Replacement Fund, Facility Maintenance, Electronic Equipment Replacement Fund, City-Wide Telephone Replacement/Maintenance Fund.
* Capital Projects Fund
* Appendix - Vehicle Replacement

II. Presentation and discussion of the DeSoto Economic Development Corporation (DEDC) Budget for 2013-2014 and the Plan of Work

This item will be discussed at a later date.
