McCowan and for Councilmember Place 7, to fill a vacancy for the unexpired term; designating polling places; ordering notices of election to be given; authorizing the Mayor Pro Tem to execute a Joint Election Agreement and Election Services Contract with Dallas County Elections Department; providing a repealing clause; providing a severability clause; and providing for an effective date.
